1)Opening Prayer- given by Elder Bea Foster.

2)Roll call; all listed above present.

Chief Jerry Summers mention that his e-mail is down again and he also ask that his phone number on the web site be corrected.

3)Old Business:

A) Jeff Cover speaks on the WC Big River Community- The celebration in September and that they decided not to do the Worlds Fair. Deputy Chief Watson said he spoke with Orin & Donna about the Worlds Fair and they said if we did it would be small.

B) 4th of July celebration; James Ellis & DC Watson have the food ordered & drinks. The tent donated by Intercounty Electric will be at the Salem commons 2nd of July and volunteers are needed to help set it up. Salem will be celebrating the 4th of July on the 3rd and volunteers are needed to help with the sale of items offered.

C) James Ellis mentions that the gentlemen with the Road Rally called about us doing all the vending for the R alley here in Missouri.

DC Watson mentions Sac River & White River Band approved the cultural board and that we need 5-6 people & 2 alternates. We need to make up a list and Chief Summers will approve the list.Volunteers; Jeff Cover, Tim Spencer, James Ellis, John Watson, Mo Foster, Bea Foster, Bill Sischo & Laurie Spencer. Chief Summers has already approved Milton Woods & Alana.
Jeff Cover ask that a phone call be made to him about the meetings. Jeff Cover will head up the group & John Watson will assist.

4)New Business:

A) DC Watson on a New Resolution about One Nation – Barbara Lindsey; DC Watson reads a letter that is a request to ask elders to have the executive branch have her appear at our August meeting. Tim Spencer amends the letter to state that she must appear to explain herself or be banished form the tribe. DC Watson reads the resolution. Tim Spencer motions to accept but
as written but with a few changes. Council goes over the changes. Tim Spencer motions to accept the letter with the changes, calls for any discussion; none, Jeff Cover 2nd, roll vote taken, all present approve, along with the Elders.

Out of Order item:

Old Business; the gathering is on the weekend of the 19th on the Current River; James Ellis mentions he can take down the cooker & a generator for coffee. - some discussion.

B) DC Watson mentions getting a list of members together who would like to be or are already Foster Parents. These couples would have to be state certified in the state they live in and as approved by the council. DC Watson ask if council will draft a resolution for approval, some discussion. Tim Spencer motions to approve to start a list for Foster Parents now & table the rest until next meeting; application, documents, etc. . Bill Sischo 2nd, roll call all approve.

Tim Spencer ask the Chief if there is anything he would like to add. Chief Summers says not at this time.

5) Comments:
A) Executive Branch; Chief Summers reads a letter from a State Rep. .

B) Elders; The elders state that they would like to have the lady from OK. here to question her.

C) Council; Some comments on the letter the Chief read & the Chief said a letter of thanks will be sent out. Jeff Cover- mentions that we really do need more council members. Bill Sischo; Mentions that Gretchen would be good on it, if she will & if the Chief approves. Some discussion that she may not be a member yet. John Watson, mentions that we need a keeper on the Ceremonially Grounds (the 12 acres) Little Chief will be the grounds keeper. Some more discussion on files in the office about our members.

1)Roll call; all listed above present.
2)Old Business:

A) Credit Card; Bill motions to get another card for the Chief & keep one
for Sec./Treasurer Laurie Spencer. The cards would take the funds right out
of the corporations account. - some discussion - Roll vote taken Jeff Cover -abstains, James Ellis- No, Bill Sischo- Yes, Tim Spencer- abstains, John Watson- No, Jerry Summers- No, Laurie Spencer- abstains. The record is to show that there is not any distrust on part of either parties.

B) WC Big River Report- James Ellis and the Elders of the tribe came into the meeting, passing of tobacco, they agreed to another meeting. They have not had this meeting as of yet. This issue is about the WC Big River Community working under the corporation.

C) Taxes on property- The property taxes in Cherokee Valley, AR. are due ($128.00). John Watson would like to table this issue until the next meeting. Tim Spencer 2nd, Roll vote taken, all present approve.

D) Old Middle School- John Watson entertains to let the city put the water tower on the property later on. James Ellis mention that we should put a time period on how long the city has to put the water tower, city park & skate board in - Tim Spencer 2nd, Roll Vote taken, all present approve.

E) Sign's on the property (12.44 m/l ac.) in Rolla – John Watson states that he found someone that would due the lettering for less. No problem - Tim Spencer states we have the blanks (sign's) - a total of 6 when funds are available we will pay for them and have the wording put on them.

F) Financial Report - Laurie Spencer gives the report.

James Ellis mentions a deal that came available to the tribe – some discussion.

4)New Business:

A) 990 Taxes for 2003- Laurie Spencer states that the taxes are being taken care of. Tim Spencer states that all the information will be taken to Marc Eads on Tuesday.

Any discussion from board members - none - all others present none.

COURT RULES IN FAVOR OF SUMMERS, WATSON & WESTERN CHEROKEE  3 TIMES

As of this date the defendants and their associates have not surrendered Western Cherokee Property as stipulated in two court orders and supported in the Stipulation and Order.

What are the fundamental differences between the thinking of the Plaintiffs Jerry Summers, John Watson and the Western Cherokee a Missouri Non-Profit and the Defendants, Unincorporated Association claim and filing with the court. A court order did state that Chief Jerry Summers and Vice Chief John Watson have been found to be the true officials of the Western Cherokee. This should clearly show the defendants and associates were wrong in their take over attempt but they continue to refuse to abide by the Court Order. By a court ordered election which the defendants controlled they are now legally in control of the Western Cherokee future. Many people believe this ordered election was due to a filing by Timothy Spencer which was a threat of upward of 100 men, women and children would die defending the property if the judge held his ruling.
